Debt-Loving Brownback

One of Brownback’s budget goals has always seemed to be running up as much debt as possible. Presumably that has two purposes:
a. keep taxes as low as possible while Brownback is in power
b. hobble the ability of future administrations to get anything done look at this web-site.
Much of this new debt is hidden.
For example, every year in office Brownback has borrowed money from the Kansas Lottery it does not have. As a result, the Lottery is now $5.9M in debt. Kansas law does not allow use of debt to finance ordinary operations of government, but this is a convenient way to achieve the same result using an outside agency.
